Policy Development Process
Over a year ago, the Independent Monitor overseeing the Consent Decree between the City of Chicago and the State of Illinois recommended that traffic stops be included in the Consent Decree. Any changes to CPD’s traffic stop policy would be subject to oversight by the Independent Monitor and the federal judge overseeing the Consent Decree case.
Per City Ordinance, the Community Commission for Public Safety and Accountability (CCPSA) has jurisdiction over CPD general orders that are not a part of the Consent Decree. The Commission consistently stated that if traffic stops were to be included in the Consent Decree, it would need to play an important role in shaping the policy.
If adopted into the Consent Decree, this would place any changes to CPD’s traffic stop policy under the oversight of the Independent Monitor and the federal judge overseeing the Consent Decree case. However, traffic stops have not yet been formally included in the Consent Decree. Doing so would require an agreement between the City of Chicago and the Illinois Attorney General, and the approval of the judge in the Consent Decree case.
While the Independent Monitor, Office of the Attorney General, and the City work to include traffic stops in the Consent Decree, CPD and the Commission are working on a new traffic stops policy that could be incorporated in the Consent Decree.
Since March 2025, CPD and CCPSA have had many collaborative discussions on a traffic stop policy, including feedback heard from the community, which were the foundation for CPD to develop a PRELIMINARY DRAFT of a traffic stop policy.
On April 21, 2025, the City submitted CPD’s draft policy and the Commission’s proposed policy revisions of the traffic stops policy to the to the Independent Monitor and the Office of the Attorney General. There are many ways in which the two policies are the same, and some differences.
Policy Feedback Process
As part of our ongoing mission to grow trust within the communities we serve, CPD again invites the community to review and provide feedback on the traffic stop policy beginning April 24, 2025 and extended through July 14, 2025.

Community Engagement Opportunities
The Chicago Police Department will be hosting an information policy webinar in May 2025 and a series for deliberative dialogues later this summer. More information on this webinar and deliberative dialogues will be provided at a later date on this website and via Department social media channels.
