Office of Constitutional Policing and Reform

Overview

The Office of Constitutional Policing and Reform (OCPR) is the heart of the Chicago Police Department’s commitment to fairness, accountability, and community trust. This office leads the department’s efforts to align policing practices with the U.S. Constitution, state law, and the values of the communities we serve.

OCPR was created to drive long-term change within CPD and to fulfill the requirements of the Consent Decree – a legal agreement between the State of Illinois and the City of Chicago designed to improve policing through reform, training, and oversight.

What We Do

OCPR supports CPD’s mission by:

  • Reforming Department Policies and Training: We ensure that all policies and training programs reflect modern, equitable policing standards and comply with legal requirements.
  • Overseeing Consent Decree Implementation: We manage and track compliance with reform mandates, working closely with the Independent Monitor and the Illinois Attorney General’s Office.
  • Strengthening Officer Wellness: We coordinate programs to support the mental health and well-being of officers, including counseling services, peer support, and stress management resources.
  • Building Trust Through Community Engagement: We lead CPD’s community engagement strategy, ensuring that community voices are reflected in department priorities and reform efforts.
  • Promoting Accountability and Transparency: OCPR oversees internal audits, reform management, and data transparency efforts that help the department continuously improve and build public trust.

Our Structure

OCPR is organized into three key groups, each responsible for advancing reform and accountability through specialized areas of work:

  1. Education and Training Group: This group ensures that every member of the Chicago Police Department receives the training and tools they need to serve the community professionally, ethically, and effectively. It includes:
    • Training Division – Develops and delivers recruit training, in-service courses, leadership development, use of force instruction, and scenario-based learning aligned with modern policing practices and Consent Decree mandates.
    • Crisis Intervention Team (CIT) – Oversees training and field response for officers handling mental health-related calls. CIT also conducts community outreach and works closely with service providers to improve public safety and support individuals in crisis.
  2. Wellness and Support Group: This group is focused on promoting the well-being and fitness-for-duty of CPD members. It supports both individual officers and broader organizational health through:
    • Officer Wellness Program – Leads proactive wellness initiatives and coordinates services to support mental health, peer support, and recovery resources.
    • Professional Counseling Division – Provides confidential counseling and crisis support for officers, retirees, and their families, including trauma-informed services and wellness check-ins.
    • Tactical Review and Evaluation Division (TRED) – Conducts case reviews and identifies individual or systemic issues, ensuring that officers receive follow-up training and support when performance concerns arise.
  3. Professional Standards and Compliance Group: This group drives department-wide reform by managing data, policy, planning, and public engagement. It ensures CPD’s operations align with the law, national best practices, and community expectations. It includes:
    • Strategic Planning – Coordinates long-term planning and departmental reform goals, ensuring consistency across initiatives
    • Data Analysis and Evaluation – Tracks CPD’s performance and reform progress through data collection, dashboards, and internal audits.
    • Organizational Management and Research & Development – Oversees policy development, project management, internal compliance, accreditation, and the implementation of strategic initiatives.
    • Office of Equity and Engagement / Victim Services – Leads community engagement around department strategy, policy, and training, oversees equity initiatives and victim support services to ensure public input and equitable access to safety resources.
