Public Transportation Section Tactical Team Officers Recover Two Guns from Two Offenders, Including a Convicted Felon on Parole  

Officers assigned to the Chicago Police Department’s Public Transportation Section Tactical Team recovered two firearms, including a ghost gun, from two offenders on a CTA train. One of the offenders is a convicted felon who was recently released on parole.  

On the night of April 19, 2026, Tactical Team officers were conducting a train check at the Clark/Lake CTA station when they observed Shane Doty, 25, sitting inside the train with an open bottle of alcohol. Officers asked Doty to exit the train, and as they were issuing him an Administration Notice of Violation (ANOV), they observed Doty with a bulge in the front pocket of his sweatshirt. After conducting a search of Doty, officers recovered a loaded ghost gun.  

As officers were placing Doty into custody, they noticed 23-year-old Sir Russell adjust his waistband and quickly walk away. Officers attempted to perform an investigatory stop, but Russell attempted to flee into a CTA train. Officers were able to place Russell into custody, though Russell resisted officers. After he was placed into custody, officers recovered a semi-automatic gun from his waistband. Russell is a convicted felon who was just released on parole in February for a previous weapons conviction.

These guns were recovered, and the offenders were taken into custody because of the quick efforts of the tactical team officers.  

In partnership with the Cook County State’s Attorney’s Office, Russell was charged with: 

  • One felony count of Felon in Possession of a Weapon 
  • Three misdemeanor counts of Resisting/Obstructing a Police Officer 
  • An Issuance of Warrant  

Doty was charged with:  

  • One felony count of Aggravated Unlawful Possession of a Weapon on a Person – Loaded with no Concealed Carry License  
  • CTA – Alcohol Violation
