Chicago Police Department Releases IMR-11 Status Report; Continues to Implement Sustainable Reforms Focused on Accountability and Transparency 

The Chicago Police Department has released its IMR-11 Status Report, which covers the Department’s progress between July 1, 2024 and December 24, 2024. Throughout this time, CPD continued to implement reforms focused on building trust within the community, enhancing accountability and improving operational effectiveness.  

During IMR-11, CPD was also focused on preparing for the 2024 Democratic National Convention. The preparation leading up to the DNC and the operations during the convention timeframe showcased the improvements CPD has made to its policies, training and procedures. Each of these areas played a vital role in ensuring officers maintained public safety outside the convention footprint and in every area throughout the city. The preparation also included extensive community engagement, which aimed to strengthen transparency within the communities CPD serves.  

As expected, there was large-scale First Amendment Activity during the DNC. Utilizing their specialized training, CPD officers worked to protect all those expressing their constitutional rights while maintaining public safety. This training focused on de-escalation, lawful crowd control measures and response to resistance. It also included training on CPD’s Coordinated Multiple Arrest policy, which officers utilized to ensure public safety.  

The DNC was a historic moment in CPD’s history, but it also represents the long-term improvements that have been made through substantive reforms.
