Superintendent Johnson Announces Leadership Team Changes to Support Promise to Rebuild Trust and Reduce Violence

CHICAGO – Chicago Police Superintendent Eddie Johnson today announced changes to his
senior leadership team at the Police Department who will be responsible for crime control,
investigative and operational functions. The moves address vacancies for two of the highest
ranking positions at the department resulting from the announcement by First Deputy
Superintendent John Escalante earlier this week that he is retiring from the Department to accept
the Chief of Police position at Northeastern Illinois University, and the upcoming age-related
mandatory retirement of Chief of Detectives Eugene Roy. To fill these critical roles, Johnson
today announced the promotions of Deputy Chief Kevin Navarro to First Deputy Superintendent
and Deputy Chief of Melissa A. Staples to Chief of Detectives.
