1st District – Central

The 1st District is made up of the following neighborhoods: Near West Side, Near North Side, Near South Side, The Loop, Douglas, Armour Square, and Lower West Side. It is home to City Hall, the State of Illinois Building, Soldier Field, Millennium Park, Chicago Board of Trade and much more.


Meet your commander – Sheamus Mannion

Commander Mannion, a 25-year member of the Department, most recently served as the Captain and Executive Officer of the 1st (Central) District, which he will now lead. He brings years of experience within the district to this role. As the Executive Officer, he oversaw daily operations and planned for large-scale events and First Amendment assemblies in the 1st District. Commander Mannion also previously served as the Captain and Executive Officer of the 15th (Austin) District. As a Lieutenant, he was assigned to the Office of the First Deputy Superintendent as the Commanding Officer of Detached Services and as an Administrative Lieutenant. Prior to this, he was a Watch Operations Lieutenant in the 10th (Ogden) District. As a Sergeant, he worked within the Gang Investigation Division and supervised personnel assigned to ATF operational teams and the Cook County Jail Liaison Team. He first worked in the 1st District as a Tactical Sergeant before becoming the Business Liaison Sergeant. As a Sergeant, he also worked in the Targeted Response Unit, the Bureau of Professional Standards and the 10th District. Commander Mannion holds both a master’s degree in educational administration and Foundations and a bachelor’s degree in criminal justice Sciences from Illinois State University.
