Chicago Police Department Continues Achieving Operational Compliance While Advancing Progress in Key Areas that Include Use of Force, Community Policing and Officer Wellness  

The Chicago Police Department reached higher levels of operational and secondary compliance in its consent decree during the 12th Independent Monitoring Period (IMR-12), which spanned from January 1, 2025 to June 30, 2025. Operational compliance rose to 23%, secondary compliance rose to 66% and preliminary compliance rose to 94% in original monitorable consent decree paragraphs. Key areas that saw continued growth include use of force, community engagement and officer wellness.  

“Our growth in operational compliance symbolizes the trust we are continuing to build in our communities through our reform efforts,” said Superintendent Larry Snelling. “This trust can only be built through partnership between our department and the Chicagoans we serve throughout the city.”  

During IMR-12, CPD continued to make strides in the area of use of force. The department’s Tactical Review and Evaluation Division (TRED) continued to collect and analyze use of force data to better inform training and policy development. The policy development in the area of use of force was also informed by extensive community engagement, which included focus groups and public information sessions.

CPD also expanded its community engagement initiatives during IMR-12 with the publication of its Digital Resource Guide. This guide helps officers better connect residents with community resources on a district level.  

An additional initiative included the launch of Community Training Observation Days. During these training observation days, community members were welcomed into the Joint Public Safety Training Center to learn more about the policies and practices that drive CPD’s day-to-day operations. Participants received segments of the same classroom and scenario-based training all sworn CPD members receive as part of their 40 hours of annual in-service training. This training is informed by input from both department members and community members, who were able to share feedback on training needs through our Training Needs Assessment.  

Areas of focus during the Community Training Observation Days include de-escalation, traffic stops and mental health crisis intervention.  

“These training observation days aim to provide our community members with a better understanding of the situations our officers face each day and the training that helps them best respond to these situations,” said Executive Director of Constitutional Policing and Reform Allyson Clark-Henson. “These training days are also a positive experience for the department members facilitating the program who get to collaborate directly with the community members in attendance.”  

CPD has continued to host Community Training Observation Days since launching the program during IMR-12. The final training day of the year will be held on October 25, 2025. Community members interested in attending can sign up through October 21, 2025 by clicking HERE.  

In IMR-12, CPD also developed the 2025 Officer Wellness Support Plan, which creates a comprehensive framework for long-term wellness efforts within the department. Additionally, the 2025 Suicide Prevention Strategy and 2025 Officer Wellness Communication Strategy were created to address important gaps in mental health support for officers.  

In addition to these strategies, CPD continued to provide wellness resources to officers that include quiet rooms within district facilities and updated fitness facilities. CPD also continues to offer free and confidential support services to all department members and their families through the Employee Assistance Program and three facilities located throughout the city.
