DCI Consulting Group created a plan to make the evaluation process easier and to identify clear recommendations for meeting the Consent Decree requirements.

To review how CPD promotes sergeants and lieutenants, DCI gathered information from several sources:

• Documents and materials related to promotions
• Meetings to collect input and ask questions
• Existing data from CPD
• Surveys of CPD personnel
• Focus groups with CPD staff

In addition, DCI reviewed professional guidance, looked at how other city police departments handle promotions, and studied relevant research.
