Who We Are

The Office of Equity & Engagement (OEE) is committed to advancing fairness, accountability, and trust between the Chicago Police Department (CPD) and the communities we serve. We lead equity-focused initiatives, ensure community voices are heard, and drive compliance with the CPD Consent Decree.

Mission

The Office of Equity and Engagement is committed to fostering a culture of equity and inclusivity within the Chicago Police Department. Through the promotion of fair and impartial policing practices, we aim to integrate equitable principles into all aspects of the Department’s policies, trainings, and strategic operations. By actively engaging with community members, stakeholders, and partner organizations, we work collaboratively to drive reform efforts that prioritize
transparency, accountability, and justice. Our mission is to ensure that every individual, regardless of background or identity, is treated with dignity, fairness, and respect, while reinforcing trust and mutual understanding between CPD and the communities we serve.


Office of Equity and Engagement

The Chicago Police Department’s Office of Equity and Engagement (OEE) is a cornerstone of the Department’s commitment to building a more just and inclusive approach to public safety. As a dedicated unit within CPD, the Office focuses on embedding equity into the Department’s policies, training, and strategies to ensure fair and impartial policing practices.

Central to CPD’s mission is the belief that effective reform requires meaningful collaboration with the communities we serve. The Office also actively partners with residents, organizations, and stakeholders to amplify diverse voices and foster shared ownership of the Department’s equity-driven initiatives. By prioritizing transparency, accountability, and community-centered engagement, the OEE works to strengthen trust, address systemic disparities, and create a safer, more equitable Chicago for all.

The Office of Equity and Engagement focuses on fostering community partnerships, advancing equity initiatives, and ensuring accountability within CPD. Its core functions include engaging diverse communities to inform reforms, implementing equity-related policies and plans, reviewing and revising departmental practices, providing training on equity and impartial policing, and analyzing data to identify and address disparities.

2025 Annual Report

This inaugural Annual Report provides an overview of the first year of the Chicago Police Department’s (CPD or the Department) Office of Equity Engagement (OEE) since its establishment in 2025. The report highlights the Office’s development and its efforts to advance equity, inclusion, accountability, and transparency throughout the Department. It also summarizes key accomplishments and initiatives led by OEE, including the Office of Victim Services (OVS) and its two units, Victim Services Program (VSP) and the Domestic Violence Program (DVP), during the 2025 reporting period.

Equity Action Plan

Released in 2025, the Chicago Police Department’s (CPD) Equity Action Plan serves as a transformative blueprint for embedding equity, transparency, and community engagement into every facet of the Department’s operations. Developed to align with the requirements of the Consent Decree and the evolving needs of Chicago’s diverse communities, this plan reinforces CPD’s commitment to fostering fair, impartial policing practices while enhancing trust and accountability.

Racial Equity Action Plan

The Racial Equity Action Plan (REAP) is a strategic plan for the Chicago Police Department that outlines priorities and actions CPD will take during a three-year timeframe (2024–2026) to advance racial equity and inclusivity within its operations and community interactions. Implementation of the plan intends to improve equitable outcomes, reduce racial disparities, and achieve racial equity and inclusion in CPD’s core work by fostering inclusivity, diversity, and fairness within the Department and its interactions with the community. By addressing community engagement, workforce diversity, and public safety with a racial equity lens, CPD aims to build trust, promote justice, and create a safer and more equitable Chicago for all.

Community Engagement

The Chicago Police Department recognizes the pivotal role of community engagement in its mission to foster effective, respectful policing, and enact meaningful reform efforts. Acknowledging that successful public safety hinges upon mutual trust, transparency, and collaboration between officers and the communities they serve, CPD will prioritize community involvement at all decision-making levels. By actively soliciting input, listening to concerns, and collaborating with residents, CPD aims to deeply understand the diverse needs and perspectives within Chicago’s neighborhoods. Through this commitment to engagement and collaboration, CPD seeks to enhance public safety and build stronger, more resilient communities where all residents feel heard, valued, and empowered.

Framework on Community Engagement

In 2025, CPD published its Framework for Community Engagement. This framework intends to demonstrate how the Department will holistically incorporate community engagement and collaboration throughout the various parts of the Department, aimed at informing crime prevention problem-solving efforts within neighborhoods and police districts, continued efforts to create comprehensive and meaningful reforms to the Department, and the implementation of an overall Department strategy.

Central to the framework is the recognition that effective policing hinges on meaningful community engagement. By fostering open communication channels and involving residents in decision-making, CPD seeks to tap into the collective wisdom of Chicago’s diverse neighborhoods. Through collaboration, CPD will gain a deeper understanding of local challenges, enabling more responsive, tailored local policing strategies. This framework also serves as a linchpin in CPD’s broader reform efforts, leveraging community input to co-create a vision rooted in equity, justice, and accountability. Through a multifaceted approach, CPD hopes to empower residents to help shape the Departments future.

2026 Community Engagement Plan

In December 2025, CPD released its 2026 Community Engagement Plan, which highlights the anticipated topics CPD intends to address through community engagement in 2026. This plan focuses on CPD’s community engagement reform efforts, primarily on reviewing and developing CPD policies, training curricula, and related strategies and protocols.
